Greater coverage in DENR’s “Greening” program

The National Greening Program was launched in 2011 to harmonize all greening efforts across the country, working towards poverty reduction, food security, biodiversity conservation, and climate change mitigation and adaptation. The Department of Environment and Natural Resources (DENR) reported 1.7 million hectares were planted with 1.3 billion seedlings.

The program, now named “Expanding the Coverage of the National Greening Program” (ENGP), has been extended until 2028.

To ensure that the efficiency and impact of the program are improved over the coming years, the Word Agroforestry Centre (ICRAF) Philippines is coordinating with the DENR and the United Nations Development Programme (UNDP) to develop a comprehensive Monitoring and Evaluation framework that utilizes the Theory of Change methodology. This will chart a clear path for the program’s success.

The DENR is ensuring that success, moving forward, will be measured according to what is truly material to its diverse group of stakeholders. A Theory of Change Development Workshop was organized in May of this year. It generated a long list of 87 indicators. The Aboitiz Group was invited to participate in the Enhanced National Greening Program Theory of Change Stakeholder Consultation Workshop last November 13. Experts and program implementors from the private and public sector were asked to prioritize the indicators through a paired comparison technique, eventually resulting in a smaller, more focused set of 44 indicators.
