Investment readiness takes shape on the ground as roads, utilities, and manufacturing facilities progress together at the 384-hectare industrial estate.

Rapidly developing into a major industrial growth center, TARI Estate is expanding manufacturing capacity along the Luzon Economic Corridor, with infrastructure and facilities designed to support global industries and generate approximately 60,000 jobs at full build-out
TARLAC CITY, Philippines — Aboitiz Economic Estates is advancing industrial infrastructure at TARI Estate in Tarlac City, with its first phase of site development nearing completion as incoming manufacturers progress toward establishing operations.
At the 384-hectare estate, road networks, utilities, and supporting infrastructure are being developed alongside manufacturing facilities by anchor locators Coca-Cola Europacific Aboitiz Philippines and Ajinomoto Philippines Corporation.
The coordinated development reflects an important consideration for industrial investors: the availability of infrastructure and essential services that can support the transition from investment commitments to manufacturing operations.
Industrial infrastructure taking shape
As of October 2026, Phase 1 site development at TARI Estate is nearing completion, with substantial progress across roadworks, drainage systems, and water and wastewater infrastructure.
Roadworks across the estate are steadily advancing, with several concrete road sections and supporting infrastructure already completed. Storm drainage and sewer systems are nearing completion, while water distribution infrastructure continues to progress.
Supporting utilities are being established in parallel. Construction of the TARI Water distribution facility is progressing, while the Tarlac EnerZone substation is being developed to provide dedicated power distribution infrastructure to incoming industrial locators, with operations targeted by December 2026.
These developments are being coordinated with the construction requirements of incoming manufacturers, helping ensure that essential infrastructure is available as facilities prepare to commence operations.

Construction advances across TARI Estate in Central Luzon, with ongoing development of its main entrance and access road (top left) and Coca-Cola Europacific Aboitiz Philippines’ manufacturing facility (top right), where structural works are progressing. The Tarlac EnerZone substation (bottom left) is under construction, with operations targeted by December 2026 to support incoming manufacturers. Meanwhile, the TARI Water distribution facility (bottom right) is progressing toward completion as the estate prepares to support industrial operations.
“For manufacturers, infrastructure readiness directly affects how quickly an investment can move toward operations. At TARI Estate, we are coordinating the development of roads, utilities, and supporting infrastructure with the requirements of incoming locators. This is the same disciplined approach to industrial development that we have built over three decades at LIMA Estate,” said Rafael Fernandez de Mesa, President and CEO of Aboitiz Economic Estates.
Manufacturing investments progressing toward operations
Industrial infrastructure development is taking place alongside construction activity by TARI Estate’s anchor locators.
Coca-Cola Europacific Aboitiz Philippines and Ajinomoto Philippines Corporation are progressing with their respective manufacturing developments, with Coca-Cola’s operations targeted to begin in phases in Q3 2027 and Ajinomoto starting operations in April 2028.
These investments are contributing to the development of new manufacturing capacity in Central Luzon, supported by TARI Estate’s planned infrastructure capacity and proximity to major transport networks.
Improved regional connectivity strengthens industrial access
TARI Estate’s development is also expected to benefit from further improvements to Central Luzon’s transport infrastructure.
The Bases Conversion and Development Authority (BCDA), in partnership with NLEX Corporation, broke ground in August 2026 on the ₱172.1-million Subic-Clark-Tarlac Expressway (SCTEX) Hacienda Luisita Interchange Expansion Project.
The project will complete key northbound entry and southbound exit connections at the Luisita Interchange, improving access between Tarlac and major transport corridors serving Clark, Subic, Metro Manila, and Northern Luzon. Completion is targeted in the second quarter of 2027.
Strategically located in Central Luzon, TARI Estate is approximately 38 kilometers from New Clark City and 36 kilometers from Clark International Airport, placing it within reach of emerging investment centers, international transport gateways, and major industrial markets.
The improved interchange is expected to further strengthen accessibility for manufacturers operating in the estate, supporting the movement of goods, materials, and workers across the region.
Building on an established industrial development model
TARI Estate builds on Aboitiz Economic Estates’ experience in developing and operating industrial communities, demonstrated in its flagship LIMA Estate in Batangas.
Over three decades, sustained investment in infrastructure, utilities, and estate operations has supported LIMA Estate’s development into an established manufacturing center with 212 locators and approximately 75,000 jobs.
Beyond industrial infrastructure, LIMA Estate integrates commercial, residential, institutional, and workforce-supporting developments with essential utilities, estate services and ease-of-doing-business support, providing a model for long-term industrial and community growth.
Its continued growth demonstrates how long-term infrastructure investment and coordinated estate development can support industrial expansion, operational continuity, and sustained economic activity.

LIMA Estate is a 1,100-hectare PEZA-registered economic estate. The country’s largest privately-owned industrial estate, this fully-integrated township brings together essential utilities, established infrastructure, and a complete operational ecosystem that help manufacturers further scale and expand.
That experience provides an operating foundation for TARI Estate’s development as Aboitiz Economic Estates expands its industrial footprint into Central Luzon to accommodate new manufacturing investments.
With LIMA Estate in Southern Luzon and TARI Estate in Central Luzon, Aboitiz Economic Estates is strengthening industrial capacity across key investment locations along the Luzon Economic Corridor, combining an established manufacturing base with new capacity for incoming industries.
As competition for manufacturing investments intensifies, the availability of developed industrial sites, reliable utilities, and integrated infrastructure delivery will remain critical to translating investment interest into productive economic activity.
