A Bold Vision, Realized Ahead of Time
The MEZ2 Bulk Water Project is a 5 million liters per day (MLD) water treatment facility built to secure a sustainable and reliable water supply for the Mactan Economic Zone 2 (MEZ2) and its neighboring areas. Using reverse osmosis and an advanced ceramic membrane filtration system, it transforms lagoon water into clean potable water. An approach that reflects both efficiency and environmental stewardship.
Projects of this scale usually take a full year to complete. But through unwavering teamwork, long nights, and people stepping beyond their roles, the project team made the impossible possible: the facility reached full operational readiness in just six months.

On June 29, 2025, the first drop of treated water was supplied to 43 industries inside Mactan Economic Zone (MEZ2). Merely two weeks later, on July 14, 2025, the Mactan Cebu International Airport (MCIA), one of the major off-takers—began receiving its sustainable water supply. It was a milestone that showed not only speed but excellence, foresight and shared sense of purpose.

The real power of synergy revealed itself even more in moments of crisis. When a 7.9 magnitude earthquake hit Northern Cebu on September 30, 2025, followed shortly by Typhoon Tino on November 3, 2025, the MEZ2 Bulk Water Facility became an unexpected lifeline.
Beyond serving industries, the plant became a source of hope for communities in distress, delivering approximately 498,500 liters of potable water to the earthquake-affected areas in Bogo City and the municipalities of Tabuelan, Medellin and San Remegio as well as to typhoon-stricken communities in Mandaue City, Cebu City, Talisay City and the municipality of Lilo-an.
Through the collective efforts of Aboitiz Infracapital Water and Aboitiz Foundation Inc., water became more than a resource; it became relief, support and compassion in action.

A Synergy of Solutions
The project’s impact is felt across multiple fronts, showing how collaboration elevates results beyond what any single team could achieve alone.

A. During Construction Phase
- Republic Cement and Building Materials: Exclusively used Republic Cement products, around 4,000 bags for all concreting works during the plant construction phase, showcasing internal synergy.
- A+ Power Services Inc: The plant’s transformers was supplied and installed by A+.
B. Operational Phase
- Aboitiz Economic Estate (Operator and Developer of MEZ2 Estate) – Provision of 1.5MLD bulk water supply capacity to ensure 24/7 sustainable and reliable water supply for MEZ2 locators. Additionally, additional revenue will be generated from lot rentals and concession fees for water supplied outside the estate. This project will also help mitigate flooding inside the zone by utilizing lagoon water as the main raw water source. Through this Project, MEZ2 now has a reliable, uninterruptible water supply even during natural calamities, something that was a big challenge with their previous bulk water supplier
- Aboitiz Infracapital Airport Corporation (Developer and Operator of Mactan Cebu International Airport Terminals) – Secured a reliable water supply critical to airport operations.
- Aboitiz Energy Solutions, Inc.: The plant was enrolled in the Retail Aggregate Program (RAP), strengthening synergy with Aboitiz Power’s energy retail group. Also, the two teams are working on installing a rooftop solar to further improve efficiency and lower the facility’s carbon footprint.
Overall, this project is expected to generate a full year revenue of PhP 48 million starting 2026 and is expected to bring in about PhP 1.7 billion across the group in the next 20 years.
